"install this CA certificate chain" generates error for non-admin

I cannot find a reference to this anywhere, but hopefully someone else
has a clue as to where to start looking.

Standalone CA running on 2k3 Ent. Clicking on "install this CA
certificate chain" as a local admin of the box works just fine (you
get the "this site may not be trusted" but that is all).

If you are anything lower than a local admin, you get an Error! popup
box with no details at all in it, just a yes or no button. Clicking
yes installs the cert just as it should, no doesn't.

Nothing in the event logs anywhere.

Anyone else seen this and know what is happening, or can point me in
the direction to start looking?
