.Net Framework install failed - Catastrophic error

When I try and install .net 4.7.2 on windows 2012 sever I get a catastrpohic error.


It links to a log file and the end of the log says:

Now if I search KB4054542 on windows catalog it takes me here:

Microsoft Update Catalog

So I went to download - Microsoft .NET Framework 4.7.2 for Windows Server 2012 for x64 (KB4054542)

which gives me 2 file options -

windows8-rt-kb4019990-x64_a77f4e3e1f2d47205824763e7121bb11979c2716.msu
windows8-rt-kb4054542-x64_34b9fab09b8e373e27781aff70420f0609ace272.msu


If I try and install windows8-rt-kb4019990-x64_a77f4e3e1f2d47205824763e7121bb11979c2716.msu it says KB4019990 is already on this computer.

If I try windows8-rt-kb4054542-x64_34b9fab09b8e373e27781aff70420f0609ace272.msu it says update not applicable
