Encrypting HR / confidential files

Hello-

I suspect this question has been presented before and my advance apology for any redundancy.

For an on-premises Windows Server 2012 R2 (or Server 2016) implementation, I have the need to create a share for human resources. All other departments, including IT, should not have access to the files in this share. I'm thinking Bitlocker and/or EFS is the way to approach the problem. Can someone please point me in the right direction?
