IF and MAX FUNCTIONS

hi there

having a problem with my desktop keyboard and I have used all possible suggestions thereof. Some are quite confusing and some others are plain tips and didn't resolve the problem. Here are a couple of examples.

Shift+= I have got close parentheses or brackets / Right

I press Question Mark and I have got an Underscore, etc..

What should I do? I need a reliable suggestion.
