CurrentControlSet pointer

As I understand if the Select key tells me the number of the CurrentControlSetxxx that's currently loaded. In my case I see Current says 2, Default is 1 Failed is 1 and LastGoogKnown 3. Not sure what's Failed for, however, on 001 I have keys related to services that are no longer visible in services.msc post a reboot. Another reboot didn't fix this. I wonder if I just copy the missing keys into 002 or is there another way?
