Connection only on one of two Wireless Networks?

We have 2 Wireless Connections (let's call them A and B) about 50 ft apart in the same building.

One user has a Toshiba laptop Satellite M505-S4940 Windows Vista.

From his apartment, he can not connect to B, but in my apartment I can connect easily to A! Sounds strange!
