Unable to install Windows 10 Feature Update 20H2; consistently fails with 0x80242016 error

I have failed trying to install the update several dozen times. This is Windows 10 Pro. I have tried many of the suggested remedies with no success. This includes: trying from a clean boot; resetting Windows updates using an automatic script from yourwindowsguide; clean up image with dism (completes with no errors); file system check with sfc (completes with no errors); using Windows update troubleshooter; deleting software distribution folder; inline update/upgrade using media creation tool; offline update/upgrade using image on USB drive. There is no error log file in the windows/logs/setupdiag folder, I have downloaded setupdiag and run it manually: it goes through the various rules and finds nothing and just creates a 0 byte log file. There are log files created in the Panther folder. The errors in the setuperr.log don't help me much in resolving this. Here are the first few errors:

This issue is linked to an OS language mismatch between the system you want to install into your computer and the actual language of your computer.
This topic is solve by making some change on Registry file, I had the same issue with an In-Place Upgrade for Windows 11, and this topic help me to fix my issue :
