I've just reinstalled windows because of this problem and I still have it. Stuff like discord will refuse to work because it cant check for updates. Sites like reddit will say connection reset and some times it will load and other it will never let me past that screen. I've tried some work arounds like using a vpn and changing D.N.S servers but nothing will work and I am starting to expect that it is something to do with my wifi or isp provider. Also the problem vanished for a couple of months than randomly came back.
