Is there a real solution for Microsoft web store and its apps generating the "this app has been blocked by your administrator" error?

I'm a retired IT and have been a big Microsoft supporter, but got frustrated with so many issues building up and never fixed. Software engineers keep moving forward to the next phase leaving behind unsolved issues. Please, save your energy if you don't really have a solution. It's not a local policy, is no lack of elevated privilege, antivirus, or any setting within device security. I have 2 desktops and 2 laptops (one with Windows 11), and only one laptop got the problem after some update. Yes, I can always reset Windows, but that's the last thing a real professional do!
