Where is the opt-out for One-drive and Office 365 on boot up?

Lately my computer has been wasting several minutes of my time on boot up asking for me to purchase various products from Microsoft.I do not feel the need to decline spending money every time I boot up my desktop. As Federal Law requires that you provide a way to opt out of such advertisements, I am considering this as harassment.Please note that this message constitutes a written request from me to NO LONGER RECEIVE ADVERTISMENTS for One-drive and Office 365 that prevent me from accessing my personal property valued at over $1,500.
