Microsoft Enterprise Agreement / MCA-E for Azure

I've been trying to contact Microsoft sales to discuss a enterprise agreement / MCA-E contract for 3 weeks now and noone has reached out. From the Azure side I contacted support they told me to contact sales. I call the sales #'s in US, UK, FR and they tell me they can't help I have to contact volume licensing or the phone says "we're currently having trouble call again later". I contacted Microsoft Partner support they tell me to contact sales. I've been bounced around like a beach ball for 3 weeks now + time spent on the 24/7 chat that leads nowhere + time spent contacting re-seller partners
