Why will Microsoft not interact with me with a Chat Session and remote screen sharing?

I keep getting messages Service request 7045951557 is not owned by you. When did they come up with this and why? Is microsoft no longer helping customers with tech support chat sessions or screen sharing if so I wish they would be upfront about it
