How does one use the recovery key ID to then obtain the recovery key?

I have the blue recovery key screen on my computer but am not able to access the recovery key in my microsoft acct. as apparently I never logged this windows 10 laptop with microsoft. How does one get the recovery key using the recovery key id which is provided on the blue screen info page? I have reviewed every microsoft info page regarding key recovery but there is nothing that refers to access using the key ID.
