Microsoft Builds on Files, Do They Need To Be the Same

General Question: Microsoft is always updating and the build number change. Do all the files need to be stamped with the same build when they affect a single Process (e.g 10.0.0.19045.4651) or can they be mixed such that other have a different buld (e.g. (e.g 10.0.0.19041.3636) ?-------------------------Problem/ Questions------------------------Problem:Under Win-10, (Build 10.0.0.19045.4651), the HP2400 scanner (separate power cord with USB interface) scans fine, BUT scan head hangs (stops) about 75% of the way when returning to start position.
