Did something change this week in Windows that stops software installation programs from overwriting files?

We are a small software developer. I've used the same installation software for years. Today I couldn't get it to overwrite a file on a customer's computer. I upgraded the same file for the same customer earlier this week without any problems. I tried doing the same thing on my own computer (windows 10, the customer could have 11) and had the same problem. I had to delete the old file in order to install the new one. If Windows made this change, it needs to be fixed or at least the user should be asked to permit the overwriting as is done when files are copied.
