Microsoft Translator Not Working Offline Even If Download Language Packs!

Microsoft Translator is not working offline even if I downloaded the required language packs. Without internet connection, it simply refuses to work. Many people suggested various solutions to this problem, but none is working. However, I found a simple solution after several trials. The solution is: JUST TURN OFF THE BACKGROUND PICTURE IN SETTINGS. Is it working for you as well? Please let me know my friend.
