Restrict dialup number

We are fixing to be giving some computers away to needy children and
will be providing free internet. The machines run Windows 98 as they
are quite old. We want a way to lock in a dialup number that they can
not change.

The reason for this is that we have dialup numbers for our regular
customers which cost us per unique login and then we have dialup
numbers for these computers for which we are charged a flat rate. If
someone starts changing the numbers on these computers to the numbers
we are charged unique logins for, then we will start losing a good bit
of money on the deal.

I can't how you can achieve what you want. In the past I have seen
ISP-locked "hard" modems whose firmware was doctored so that it would
only dial the one number, but I would think that "soft" or
controllerless modems (which represent the majority) would be immune
to locking. AFAICS, the only way to police your free Internet accounts
would be via authentication at the ISP end.

Are you referring to a drop-down list of remembered numbers or just to
manually entered numbers? Are these machines being given to the children or
just shared?

There are a few ways:

AFTER setting up the dialer and IE, find and download the reg files to
remove access to the dialer setup interface [from Control Panel, IE, AND
elsewhere].
Several sites offer these reg files. You're looking for DUN and IE regs, and
Control Panel regs. If using a different browser, make sure that it uses the
default connection/dialer. Its also a good idea to block access to the
command prompt, RUN, REGEDIT, and several other areas, so the inquisitive
minds don't mess around with other settings as well.
Keep the regs so you can re-install access should you need it [you may need
to manually modify the regs to replace the removed entries].
