Emergency help !! Windows 8 to 8.1 upgrade without store

Hello , I'm windows 8 user which recently received a notice from my windows saying : (sorry to bother you but its important ) the whole thing was about asking me to update from windows 8 to 8.1 or 10 well I have decided to upgrade from windows 8 to 8.1 but the main problem is the app store doesn't open in my country/region and currently my country has banned a lot of stuff especially VPN's I can't even get connected keeps on saying can't connect or server ......etc. is there any way I can upgrade to Windows 8.1 without using the (Microsoft) app store ? I really cant do anything else especially all the Windows CD's or DVD's that they sell in my country are all cracked versions.

 

 

What should I do? Is There any way?
