Using Media Creation Tool, I cannot download Windows 8.1, "Parameter is incorret" error

I downloaded the Media Creation Tool for Windows 8.1

 

 

I tried it in 3 different computers with 3 different internet connections. One was running on Windows 10 and another was Win7.

 

 

I always take the same error:

 

 

"Windows Installation Media Creation Tool

 

Download did not complete successfully

 

The download task did not complete

 

The parameter is incorrect. "

 

 

I tried for different versions of Windows 8 for different languages. I tried both ISO and USB. I tried various solutions from internet with no luck.

 

 

When I try to download Windows 10 using the creation tool, there is no problem, downloading starts immediately.

 

 

I'm trying this for almost 3 days. Any help would be appreciated.

 

 

EDIT: I tried heidoc website, no luck. I think there is a problem with Microsoft? I am living in Turkey. I called my sister who lives in US and she also got the same error.
