Windows File Explorer Not Opening At All

Whenever I try to open the file explorer or My Computer(This PC), it just loads for 10sec and then shows not responding. It happens every single time. There's no antivirus which can act as a third party disabler. No log of this error is created. Please help me as I'm not able to open any file or application.

 

Also any other file explorer can not be used as I'll need to open it from Downloads which isn't possible at all. Please help me. Thank You.
