"Finish updating to Windows 8.1" message when I've been clicking "Remind me later" to the update banner

I keep getting a blue banner across the screen asking me if I wanted to update to 8.1, I kept clicking remind me later just to get rid of it. Now I am getting the blue banner stating "finish updating to Windows 8.1" and my only options are to click ok or use the scroll down menu to choose 1 hour, 2 hour, or 4 hours to start the install. I DO NOT WANT WINDOWS 8.1 and cannot get rid of the update reminder! When the blue banner is present, the rest of my computer is inoperable and I have to reboot in order to get rid of the banner. I have tried numerous things I googled and none of them have worked. Would SO appreciate help on this!
