Windows 8 error 0x80070422

Hi,

 

 

The school I work at has a collection of Windows 8 tablets.

 

I am able to log in to the store, but when I try to download an app I get the message "Your purchase couldn't be completed" with error code 0x80070422.

 

Online forums have suggesting releasing the store cache, which I've done, with the same results.

 

 

When I try to upgrade to 8.1 I am told "Your windows 8.1 install couldn't be completed" without an error code.

 

Is the store still available?
