My iview tablet gets stuck on this screen and wont let me move forward

Long story short, put tablet away for a few months, needed to use it and tried to log into admin account said “ pc offline log in with last password” or whatever it says and tried a million password and couldnt so i logged in reg account which has no email registered and is monitered by fam safety , have connected to wifi to try to get “pc” online but wont work, tried using internet explorer but says everything is a warning and wont let open so i try resetting and everytime i get to this screen i tap on “next” and its like it freezes cause i press and press and no reaction, have tried a million times and nothing, this tablet is like new have hardly used
