Failed - Virus Scan Failed on every download

I recently uninstalled McAfee programs and after that I've been getting this error. I tried my Chrome settings, registry keys (ScanForAntiVirus does not show up, thus I can't put a value in), and I can't download and use the McAfee removal tool because I can't download anything. What should I do? What can I do? Nothing is working.
