Windows 8 start menu glitching

I don’t know how to describe this so here’s a picture of the issue

 

 

 

So this is windows 8 pro edition 32bit

 

now before you say your screen is cracked or your grapics card is screwed

 

this is the lock screen

 

 

 

Anyone know what the problem is and how to fix it.
