my computer will not detect blue tooth headphones

I'm running Win 8.1 on a Lenovo laptop. Previously it detected my phone via blue tooth but I could not transfer photos from the phone to the laptop. Today I tried having the laptop detect a set of blue tooth headphones but it wouldn't. What am I doing wrong?
