Cannot pair my Sony SRS-X11 speaker with Windows 8.1

Recently I purchased a Sony SRS-X11 speaker and cannot get it to pair with my laptop running on Windows 8.1.

I search for devices and it just ain't finding it. I have paired it with my phones successfully.

Any advice here?
