how do I obtain 'windows fax and scan'? it is not set up

ERROR MSG: "Windows fax and scan cannot run as it cannot access your documents folder. Please ensure that Windows Fax and Scan cannot access that folder."

 

 

When I search for that folder in my HP Envy Laptop, I only find a shortcut. Its target reads:

 

%windir%\system32\WFS.exe

 

 

What is happenin? Can I download the correct version?

 

 

I am trying to convert a JPG to PDF. I saw instruction that said to print to SAVE AS PDF>
