Encrypted Data is Not Accessible on New Machine

I have a problem in my PC and i ask you how to solve this problem?

I have important data and i encrypt the important data.I encrypt the data through select the option of (encrypt contents of secure data)

I only select the option of (encrypt contents of secure data).

Data is encrypt.

Before fresh installation of windows when i was encrypt the data at that time i do not using Bitlocker or EFS (Encryption File System).

I use only the option of (encrypt contents of secure data).

After fresh installation of windows then i do not have access encrypted data.

I have no permission to open or access encrypt data.

why?

what can i do right now to decrypt encrypted data.

I make some partitions of hard disk like C drive D & E drive.

C partition/drive is use for windows installation and windows files.

D and E partition/drive is use for personal data.

And i safe the encrypted data in D partition/drive and encrypted data is safe after fresh installation but i can not open it.

Because i have no permission to access these files in new machine.

Encrypt data encryption and decryption information i was wiped.
