City 1 or city 2 not working.

I got it from Windows Store for free. But, I could not place the structure house, commercial etc to a special spot i chose. It wouldn's move. I could pivit it but not move it. I therefore deleted it from my computer. I love the game but the one i got was damaged. Could I get the game for free from somewhere else? I tried Store but they said that because of purchase info, they couldn't help me. I didn't purchase it before and it says its free now on Store data. Please help me.
