I cannot see any of the settings windows when they are open on the taskbar | Windows 8

Let me try to clarify the issue a little bit. Just a few days ago, the Date&Time part of my taskbar, alongside the little arrow that lets me close background programs, disappeared from the taskbar. When I try to customize the taskbar, the window to customize it DOES appear on the taskbar, but it does not allow me to actually interact with it. It remains invisible and impossible to interact with.

Again, the windows themselves DO open up on the taskbar (Where all my currently open windows/programs are) But it does not allow me to access them, no matter what I do. They remain invisible and impossible to interact with.
