Blocked by app container

I have found out recently that my H.P. Stream running Windows 8.1 has me blocked from connecting to my local internet and i cannot access Microsoft Store, download anything or access most web sites. From investigating i found an HP applications package installed and updated with an app container which apparently has be blocked from making any changes on my pc or accessing the correct information. I tried to reset back to factory default however the program will not allow me and i cannot backup my data. I have suspected for awhile that i have been hacked but now its getting out of hand since its on every device i own and my internet service. Is there any help? Also i cannot access the installed programs to see if i could uninstall any harmful apps
