Laptop will not update after factory reset

Hi,

 

 

I factory reset my laptop a while back, maybe a year ago. I stopped using it for a while because I was out of work, but now its becoming problematic. I cant upgrade to the latest version of .NET framework because my windows is out of date. It pushes me to restart my computer for updates maybe once a week, it will get to 14% sit there for a bit, move on. And then around 95% it will say "nah it aint gonna work sorry" and revert changes for at least 30 minutes - an hour. I can provide any information needed to get this fixed, but right now i have no idea what to do. I have ran troubleshooter and it fixed a few things but did not fix this update issue like it said it did.
