Unable to select Windows 8 Store tile to upgrade to Windows 8.1

Please assist: My PC has been requesting me to upgrade to Windows 8.1 on numerous occasions. Now that I finally have the opportunity to do so I am unable to select the Store icon to enable me to upgrade.

 

When I select it nothing happens?

 

Is there any other way to access the store without having to use the icon?

 

Will appreciate any assistance!
