I tunes opening on my windows 8.1

I continue to get an error message of api-ms-win-crt-heap-l1-1-0.dll, is missing from your computer. I have tried reinstalling as they have suggested to fix the problem but this is continuing. I am desperate to fix this problem so I can improve the use of my new phone.

 

I have backed up my computer. I have uninstalled and reinstalled I tunes. I have regularly update my microsoft programs with auto update.

 

Microsoft Visual C++ redistributable (x86) set up has failed.

 

I don't know what else this amateur can do.
