Windows SmartScreen Can't Display Right Now

I've seen this question has been asked a lot but can't find the answer.

 

 

I bought a brand new Surface Laptop 2 today and trying to load Norton on it. It brings up the message Windows SmartScreen Can't Display Right Now. So I choose run anyway and nothing happens. My internet is working fine as I'm able to use google, email etc.
