Can't install any application in windows 8( cmd is opening but cmd(admin) is not opening)

To change the default install location, I have followed the instruction given in thi page:

Now no applications are installing & cmd is opening but cmd(admin) is not opening &also regdit is not opening

Also, I can't access administrator access.
