Factory resetting old Windows 8 laptop, will the os be Windows 10?

I have an old laptop that is Windows 8 and never got the upgrade to Windows 10. I'm planning on factory resetting it so that my mom can watch Netflix on it. Will the laptop be Windows 8 or will there be an option to install Windows 10 after I do a reset? If there isn't an option is there a way to get it for free, even though this laptop never had Windows 10 on it?
