How do I safely delete windows updates or system files?

I use an HP stream tablet with Windows 8, and no matter how many programs I uninstall or how many times I run disk cleanup, I keep getting "low disk space" messages. I also can't run some programs, download firewall updates or other Windows updates.

 

 

How can I safely delete or uninstall old updates and other unnecessary system files to make more room?
