Windows 8.0 Store offline; no way to install 8.1 update after Windows refresh

I am working on a PC for a client. The PC originally came with 8.0, updated to 8.1. The OS became corrupt so I performed a Windows refresh. After the Windows refresh, the PC reverted back to Windows 8.0. I did the necessary pre 8.1 Windows updates, but when I opened the Windows Store in 8.0 I got a message saying that this page is no longer available.

 

 

It would appear that the Windows 8.0 store has been taken offline. This is a major problem for 8.1 PCs like this one that originally came with Windows 8.0 because the store is REQUIRED to upgrade back to 8.1.

 

 

Am I correct that the 8.0 store was taken offline? If the store has indeed been taken offline, then it needs to be brought back, even if only in a limited compacity to allow for the reinstallation of the 8.1 update. Otherwise any 8.0 original PC that experienced a hard drive failure or that has to be refreshed will now be "End Of Life" because it is no longer running a supported operating system.

 

 

Is this only a temporary glitch with the Windows 8.0 store? If so, is there an ETA for it to be brought back online?

 

 

Are there any other issues with the Windows 8.0 Store that a refresh would not have fixed?

 

 

Is there an alternate way to upgrade from Windows 8.0 to 8.1 that I am not aware of that does not require the Windows store?

PS, The PC is an HP that has passed all HP diagnostics from the bootup diagnostics utility
