Change Domain with user roaming profiles over to local profiles on laptops

We have folder redirection, GPOs, batch scripts with our current setup with roaming profiles.

 

I know you can change the setting on the local machine (system profiles)from roaming to local.

 

However after having a lot of issues with roaming we want to start with a clean slate create a new profile.(creating the profile on the local machine not by the domain but that its still managed on the domain just not roaming)

 

How is this done in a new setup directly with a domain and local profiles?

 

Can the profile be created on the local user machine first (how does it work then in the domain)and keep as local but still have the password gpo managed by the domain(or does the profile need to be created in the domain and switched to local on the machine to retain pass resets gpos etc)
