Issues installing KB4512495

We tried to install KB4512495 and it failed so we downloaded the update and it failed to install by running it by itself.

We tired to do DISM repair and that failed. We have not run updates do to this issue since and need to get the sever updated.

Server is running Windows Server 2016 Standard.

Please let me know if anyone successfully installed this update or was just able to skip this update and later updates worked properly.
