upgrading DC from windows server 2012 standard to windows server 2016 standard

I have 3 DCs , 2 Windows server 2012 one is PDC and 1 windows server 2018. replicating each other .

 

I am planning to have new windows server 2016 DC and planning to take over the main PDC roles from windows server 2012.

 

my forest functional level is 2003 ( yes we have been upgraded from 2003 to 2008 and from there to 2012 ) .

 

now after joined my 2016 server into domain and made it to become a dc , i cant take over PDC roles from 2012 server.

 

run the adprep and failed with adprep failed to verify whether schema master has completed a replication cycle .

 

when i tried running the AD replication tools from Microsoft inside my main pdc , some errors came back also .

 

any advise ? thank you.
