Automatically installing updates - Ignoring Settings

I have a few 2016 servers that are checking for updates, installing them, and automatically restarting without intervention.

 

SCONFIG is set to [Windows Update Settings: Manual]

 

GPO is set to [Configure Automatic Updates: Disabled] and [Allow Automatic Updates immediate installation: Disabled]

 

However the GUI says "Available updates will be downloaded and installed automatically" (Caveat - All of my servers say this, even the one's that DON'T install or restart on their own)

 

 

I can't have these servers rebooting, there are programs that need to be started after reboot so we schedule the downtime with our Dev team. For now I've set the Windows Update service to Disabled in hopes that will stop it for now. But that is simply a bandaid.
