Schedule desktop popup only for one user

Hello!

I have trouble with my server 2016 RDS.

I need to monitor specific windows event.

When event will trigger the popup message show some text on my desktop.

Problem that not only i receive this message - all users of server.

What do i need to change to resolve this problem?
