Windows Hello sign in locked out

I don't know when this issue start to happen but for some reasons I can't log in to my Windows from the very first screen. I've tried my finger and the old PIN but it didn't work. I don't need to change the password for the Microsoft but just the PIN from Windows. I've never had my face recognition set up so I couldnt try that either. And I don't know why it keeps telling me that I've tried multiple attempts with my finger even though I've only done it once. I tried to go on account.live.com to look for any topics as close to mine but couldn't find any. My PC is an old Windows 8 PC, ENVY m6, I'm not sure whether it's a 8 or the RT 8.1 There isn't any "Forgot my PIN' or "Reset my PIN" for me to click on. Please help!!!
