Server 2016 cannot apply/change NTFS permission

What is going on with Server 2016!.

Lots of problem and no solutions.

 

- slow windows updates... can take 4 to 6 hours to install and reboot.

- now I'm having issue changing NTFS permissions. it's tuck at Setting security information on:

I have reboot the server, ran SFC /scannow no error or problem reported. then i ran a few DISM command to check and repair health, no error or problem reported there as well. Rebooted again, still cannot apply permissions.

I can see that it seems to be hanging on a file but even if I change that file location, it will show another one and so on.

Applying permission on an empty folder will be the same result. Nothing show in the eventviewer...
