user override to capture specific programs running state / data / result etc

Due to the nature of our business, we can sometimes have users login to run test that can be over 3 days, sometimes that user may be away sick running a program, can an administrator login as them to see this program so that they can get the results from that test program etc , with out having to login and re run the program / test ? Can we also have all this activity recorded for government compliance etc.
