CMD Opening as Settings window

Hi,

I have a server and the OS is Windows Server 2016.

When I try to open cmd prompt, I see settings window is getting open. I tried checking the properties from system32 and it was showing settings shortcut over there. Tried sfc /scannow but no luck.

Please suggest how to recover cmd prompt.
