Windows 8 Automatic repair startup loop.

Hello, Im in need of help, My dell laptop, a windows 8 one, to be exact, has been stuck in a look for a few days, it sometimes also does a BSOD.

I am unable to go to the login screen, and would like to know if theres a way to fix it, i do not have a windows installation disc, and ive tried every way to get it to be fixed, pressing F8 doesnt do anything helpful, either.
